Liquidity is the quiet constraint in every cross-border payment system. Money must be in the right place, in the right currency, at the right moment — and today every institution solves that problem alone, corridor by corridor. The final phase of SUPA's roadmap asks a different question: what if the network solved it together?

The problem of isolated liquidity

Prefunded nostro balances sit idle so payments can move on demand. Each institution holds its own buffers, sized for its own worst case, and no participant can see or use the surplus another might hold. Capital is safe but isolated, and duplication is built in everywhere the same corridors are served twice.

Netting as the first step

Shared settlement already reduces how much has to move. If offsetting flows cancel internally, only the difference exits, so far less gross value has to be prefunded and reconciled at any point. That is a first, concrete reduction in the liquidity each participant must stand ready to supply.

The liquidity cloud

In the roadmap's fourth phase (2032–2036), the network becomes a shared balance sheet of participants. That includes an intraday liquidity market, liquidity subscription and guarantees — mechanisms through which participants could access liquidity as a service rather than holding all of it themselves. Instead of each institution reserving capital for its own peaks, the network could hold capacity where it is needed, when it is needed.

This is a long-term architectural direction, not a current product. Earlier phases must come first: bringing flow through the zone on licensed partners' rails, operating on own licences as a principal, and then the hub with a banking licence and the multilateral reliance agreement.
