There is no single best jurisdiction for a cross-border payment business. There is a sequence, and the sequence is chosen for what each step unlocks: speed to test, recognition to operate, and access to settlement. SUPA has described its route publicly, and the map below reflects it as stated.

Jurisdiction Instrument What it unlocks
United Kingdom HoldCo Group parent
Guernsey GFSC sandbox (concierge; applies autumn 2026) Supervised early testing
Ireland Central Bank of Ireland Innovation Hub Engagement ahead of authorisation
Guernsey Financial Firm Business licence A working supervised base
Ireland EMI with EU passport EU-wide access
Later Bank-jurisdiction decision Correspondent relationships at scale

Why the order matters

The first phase was placed in the Cayman Islands because it was the fastest and cheapest way to test the hypothesis, not because it is the final home. The same structure is later deployed in Switzerland. A UK holding company sits above the group, and the banking question is deliberately left for a later phase.

What each step is really for

A sandbox and an innovation hub buy evidence and dialogue, not passporting. A Financial Firm Business licence buys a supervised operating base. An EMI with an EU passport buys reach. Only when the network actually needs to hold correspondent accounts does the banking question become live.

It is also worth reading the route defensively rather than promotionally. Each approval is obtained when the business can use it, and none is presented as more than it is. Choosing the Cayman Islands for the first phase was a decision about the speed and cost of learning, not a statement about the group's final home.

Reading the route this way turns licensing from a single decision into a staged one, each step justified by what the business has to do next.

In short

  • No single jurisdiction is optimal; the sequence is the decision.
  • Guernsey, Ireland and the UK each unlock something different.
  • Cayman was chosen for speed and cost in phase one, not as the destination.
  • The banking licence is a later phase, tied to correspondent access.
