Founders and investors often ask when the banking licence arrives. The better question is which approvals the next phase actually requires. Asking for approvals you do not yet need is expensive, slow, and — worse — it can freeze a design before the business has learned anything. Sequencing turns licensing from a bottleneck into a plan.

Phase one does not need a banking licence

In SUPA's first phase, 2026–2027, the goal is to bring the flow. Units run on licensed partners' rails. Because SUPA is not yet a bank, it does not take deposits or hold client money in its own name; balances sit with licensed partners. Nothing about serving early customers requires a banking licence; the route is built to specialise early and generalise later.

The route, in order

The publicly described route runs through a UK holding company; the Guernsey GFSC sandbox on a concierge basis, applying in autumn 2026; the Central Bank of Ireland Innovation Hub; a Guernsey Financial Firm Business licence; and an Irish EMI with an EU passport. The bank-jurisdiction decision comes later.

Why banking is a phase-three decision

The hub phase, 2029–2032, is when institutions open correspondent accounts at SUPA and sign the multilateral reliance agreement. That is the point at which a banking licence earns its cost, because it underwrites the correspondent relationships the hub depends on. Before then, the licence would be an expense without a job.

Sequencing is not delay. It is refusing to buy a licence for a business the company has not yet built.

Seen from the other side, this is also a discipline on ambition. Each phase has to earn the next, and the evidence that justifies a licence is the same evidence that makes the business worth licensing: real flow, real participants, and real reliance between them.
