Stablecoins have made cross-border settlement of digital value faster and more portable, and that is a real contribution. But they are sometimes described as a replacement for the institutional layer that moves money between banks. They are not. A stablecoin is a rail; the missing layer is institutional relationships and rules, not another token.
What a stablecoin cannot do
A stablecoin does not establish who the counterparty is, or who is responsible if an operation fails. It does not codify how two institutions that are also competitors should trust one another, or how a regulator sees the network. It does not net offsetting flows between participants, and it does not decide which of several available paths is best for a given operation. All of these are functions of a layer above the rail, and issuing more tokens does not supply them.
What a hub adds
A hub addresses the layer above. Legitimacy validation checks every operation once — reliance confirmation, sanctions screening, agent mandate, client-profile fit and network anomaly signals — so due diligence is not repeated per rail. A single order book nets offsetting flows: if bank A sends €10m and participants B and C receive €8.5m, only €1.5m leaves the hub. AI routing then chooses among all available paths, including stablecoins, by cost, settlement time, reliability and regulatory fit.
Crucially, a hub can hold a stablecoin leg without becoming a stablecoin business. The rail remains an adapter, executed by regulated digital-asset and stablecoin providers.
The right relationship
Stablecoins and a hub are complementary. The token moves value; the hub decides when, by which path, under whose mandate and with what record. Treating the two as alternatives forces a choice that does not need to be made — and it tends to produce networks that are fast but unaccountable.
